The project will be delivered under a competitive alliance model, with the two best submissions shortlisted to provide a detailed bid for the project.
The contract will include designing, constructing and commissioning 21-kilometres of rail track from Bayswater, up the middle of Tonkin Highway, through land north of Marshall Road, along the western side of Drumpellier Drive (formerly New Lord Street) and finish in Ellenbrook town centre with five stations along the way.
The scope also includes delivering rail systems that support the network, bulk earthworks and retaining, structure, grade separations, road and drainage.
The contract is expected to be awarded later this year with main construction to begin in 2021.
Early works are already underway at Bayswater Station and construction will start on Tonkin Gap later this year.
Local businesses are encouraged to complete the Construction Business Register which will be provided to shortlisted bidders during the competitive tender phase and again after contract award.
The project definition plan, which outlines the scope and budget for the Morley-Ellenbrook Line, will be completed in mid-2020.
Eight Western Australian businesses have also been awarded funding under the METRONET Railcar Procurement round of the Local Capability Fund (LCF).
The fund, administered through the Department of Jobs, Tourism, Science and Innovation, offers up to $20,000 to eligible businesses for capability-building activities, such as planning, improvements to internal infrastructure, equipment, training and certifications.
The purpose of the LCF is to help local businesses improve their capability and competitiveness to supply goods, services and works to the government, major projects and other important markets.
The METRONET Railcar Procurement and Future Battery Industry rounds will remain open until 31 January, 2020 or when funds become exhausted.
